China-Africa coverage gravitates to ports, railways and debt. The digital layer is harder to photograph and, in its own way, more entrenching: cables in trenches and base stations on hills that, once laid, define the terms of a country's connectivity for a generation.
The scale, as Beijing tallies it
China's own white paper on the relationship claims more than 200,000km of optical fibre laid, broadband access for 6 million households, and services reaching over 900 million people. It adds that Chinese firms built more than half the continent's wireless sites and high-speed mobile broadband networks. These are self-reported figures from an interested party and carry that promotional weight – but the order of magnitude tracks with the visible dominance of Chinese vendors in African telecoms. The 900 million figure does heavy lifting: it counts people served by networks, not subscribers signed up, and the two are not the same.
Half the continent's mobile sites is not a market share – it is a structural fact about who maintains the network.
From households to government systems
The footprint extends past consumer broadband. The same document reports over 1,500 enterprises across 15 African countries engaging Chinese partners for digital transformation, 29 countries adopting Chinese smart-government solutions, and a public cloud service based in South Africa serving the wider region. Connectivity is one thing; the cloud and the government back-office running on it are a deeper dependency. A fibre route can, in principle, be repaired by anyone; a national e-government stack and the cloud it lives on are far harder to migrate, and the switching cost rises with every ministry that joins.
The cable is the easy part – the lock-in lives in the cloud and the e-government stack riding on top of it.
The question the figures dodge
What the white paper does not provide is the country-by-country breakdown, named submarine-cable projects or completion dates that would let an outsider audit the totals. It references participation in "a number of" submarine cable projects without naming them. For African regulators, the open issues are familiar from the hardware debates: who controls the data flowing over the fibre, how resilient the network is to a single-vendor relationship, and what it would cost to switch suppliers if the relationship soured. Totals you cannot verify are also totals you cannot use to plan a fallback.
Infrastructure you cannot independently count is infrastructure you cannot fully govern.
From connectivity to commercial gravity
The figures also describe a market position, not just a public good. The white paper's tally of more than 1,500 enterprises across 15 African countries using Chinese partners for digital transformation, and 29 countries adopting Chinese smart-government solutions, sketches a vendor that sits at every layer at once – the fibre in the ground, the wireless sites on the towers, the cloud the data rests in, and the software the state runs on top. That vertical reach is what distinguishes the digital relationship from the railway era. A bridge, once built, is supplier-neutral; a stack assembled from one ecosystem tends to pull the next contract toward the same ecosystem, because integration is cheaper than mixing vendors. The 6 million connected households are the consumer-facing edge of a much deeper commercial entanglement.
Owning every layer of the stack is a quieter advantage than any single contract, and a more durable one.
The continental meaning is not that the fibre is unwelcome – cheap connectivity is a real gain, and 6 million newly connected households is a genuine number even discounted for promotion. It is that the most consequential China-Africa infrastructure of the next decade may be the layer no one ribbon-cuts, governed by contracts the public never sees and dependencies no annual report lists. The policy response that follows from the record is not rejection but diversification and disclosure: insisting on open standards, multiple suppliers where the budget allows, and data-governance rules that survive a change in the political weather. A network this central to daily life and to the machinery of government is too important to be governed by figures only one party can verify. The public cloud anchored in South Africa and serving the wider region sharpens the stakes: regional data concentrated in infrastructure built and run on a single ecosystem raises questions of where information physically sits, under whose jurisdiction, and on what terms it can be moved. Those are not reasons to forgo the connectivity, which is real and largely beneficial; they are reasons to write the governance rules now, while the network is still being built, rather than after the dependencies have set.
