Floating the Shortfall: Bui Adds Solar to Steady a River-Bound Grid

A dam is a fixed bet on rainfall. Bui's planners, holding a 404 MW hydro asset that weakens in drought, made a second bet on the same patch of water: cover the reservoir in solar panels that generate hardest precisely when the river runs low. The result reframes a single dam as a platform for broader energy planning, not a finished project.

250 MW of floating solar, built in blocks

The Bui Power Authority is developing a 250 MW floating solar project on the reservoir, rolled out in 50 MW blocks, with a 5 MW pilot first connected in 2020. The authority has put the full build at roughly US$480 million and folded it into a wider ambition to develop hundreds of megawatts of solar capacity alongside the existing hydro. The block-by-block roll-out spreads both the cost and the technical risk, letting each 50 MW phase prove itself before the next is committed.

The logic is seasonal complementarity. In the dry season, when the Black Volta thins and hydro output falls, solar generation peaks – so the panels backfill the river's shortfall rather than competing with it. One reservoir does two jobs, and the same transmission link built for the dam carries the solar to the grid, sparing a second connection. Floating the panels also frees scarce land and curbs evaporation off the reservoir surface.

The same sun that lowers the river is the sun that now fills the gap it leaves.

Read continentally, Bui is a template: a hydro-solar hybrid that smooths a river-bound grid and demonstrates how follow-on renewables can extend the life of an existing dam rather than replace it. The model fits Ghana's stated target of lifting renewables in its energy mix by 2030, and it does so by planning around a single asset's weakness instead of building another from scratch.
