A demonstration centre is built to show what is possible. A smallholder field is where what is possible has to survive drought, credit gaps and a market price. China's agricultural technology demonstration centres in Africa sit between those two realities, and the gap between them is the measure of whether they work. According to China's foreign ministry, 23 such centres had been built across the continent, paired with cooperation agreements signed with 23 African countries, by the time of its 2024 accounting.
The centres trace back to commitments first framed under FOCAC, the Forum on China-Africa Cooperation, and have since been folded into broader modernisation pledges tied to the China-Africa Cooperation Vision 2035. The framing is consistent: not aid hand-outs, but platforms where varieties, techniques and training are meant to move from a fenced plot into the surrounding farms. The promise is diffusion. The record on diffusion is where the caution begins.
The platform claim: seeds, techniques and a fence around them
Independent reporting puts the count higher than the ministry's own figure, with around 24 centres by 2023 promoting more than 300 technologies. Madagascar's hybrid rice programme, launched in 2007, is the most cited: average yields reported at two to three times local varieties, with some project areas climbing from roughly 1.5 tonnes per hectare toward 7.5 tonnes over a decade. Rwanda's adoption of Juncao mushroom technology is the other showcase, credited with moving more than 4,000 households into mushroom farming and, by Chinese accounts, creating over 30,000 jobs.
These are real agronomic results, and they are not trivial. A fourfold rice yield in a project area is the difference between a household that buys food and one that sells it. But each headline is anchored to a managed site – inputs supplied, experts on hand, a buyer often arranged. That is what a demonstration is for. It is also why the demonstration number and the national-harvest number rarely move together.
A centre proves the agronomy; it does not prove the economics that a farmer faces beyond the fence.
From plot to field: the diffusion problem
In Tanzania's Morogoro region, a maize-intensification project run with China Agricultural University reported average maize yields doubling. Yet academic assessments of the centre model have repeatedly flagged the same constraint: techniques that lift output on a managed demonstration plot stall when farmers lack inputs, irrigation or the cash to absorb a bad season. The yield is real; the diffusion is uneven. Analysts working with Malawian farmers have made the point bluntly – training and seed without affordable fertiliser, credit and a route to market changes very little at the household level.
There is a sustainability question layered under this. Several centres were built and initially staffed by Chinese enterprises on time-limited contracts, and the handover to local management is where momentum has historically been lost. A centre that lapses when the foreign agronomists leave is a building, not a platform. The model's durability rests on whether African institutions and extension services can carry it, which is a domestic-capacity problem the centres themselves do not solve.
Doubling a demonstration yield is an agronomic result; spreading and sustaining it is a systems problem.
Counting the beneficiaries, weighing the claim
Chinese sources put cumulative reach at more than a million smallholders and yield gains averaging 30 to 60 per cent, alongside more than 500 experts dispatched and close to 9,000 professionals trained under the first Vision 2035 action plan. Those are attributed figures, drawn largely from the institutions running the programmes, and the continent's aggregate food-security picture has not shifted at that scale. The honest reading is narrower: the centres are useful productivity platforms where local input markets, credit and extension already exist to carry the lesson onward, and far weaker where they do not.
The continental meaning is in that conditionality. Africa's yield gap – the distance between what its soils could produce and what they do – is among the widest in the world, and closing it is partly a knowledge problem the centres genuinely address. But it is more a systems problem of inputs, finance, roads and markets, which the centres can demonstrate around but cannot supply. The risk is reading a demonstration result as a development result.
The centres work best where the surrounding farm economy can already meet them halfway.
For Africa, the value is less in the headline counts than in the model: a repeatable way to test crops and methods against local soils before they scale. Treated that way, as research-and-extension infrastructure rather than as a productivity guarantee, the centres are a sound investment. Treated as proof that a continent's harvests have been transformed, they overpromise. The centres are platforms. Whether they raise a continent's productivity depends on everything that happens after the demonstration ends.
